Fed proposes clearer credit-card terms

(Reuters) - "The purpose is to avoid the 'gotcha' moments," Fed Governor Kevin Warsh said at an open meeting to discuss the first major review of the rules for "open-end" credit since 1981.




To address frustrations by consumers sometimes surprised by their statements, the proposals seek to expand the summary table to include fees and interest rates for balance transfers, cash advances, late payments and over-the-limit levels.
